Introduction, Mission & Innovations

The Islamic Republic of Iran became a member of the Asian Productivity Organization (APO) in 1965 despite lacking a productivity organization at the time. A productivity organization was established independently in 1371 (1992). In 1390 (2011), based on the 79th act of the Fifth Development Plan of the Islamic Republic of Iran, the National Iranian Productivity Organization (NPO) was established as a governmental institution under the affiliation of the Vice-presidency for Strategic Planning and Supervision. After the revival and re-organization of the Management and Planning Organization of Iran in 1393 (2014), NPO continued its mission as a subordinate of this Organization. Owing to the splitting of Management and Planning Organization of Iran, NPO has continued its mission as a subordinate of the Administrative and Recruitment Organization of Iran since 1395/7/27 (18 October 2016) by the Supreme Administrative Council’s decree. NPO is active as the secretariat of APO in Iran.

Main Duties of NPO

  • Planning, policy-making, steering, monitoring and auditing of all production factors including labour, capital, energy, water and soil.
  • Formulation of strategic plans directed towards the promotion of productivity in various economic sectors.
  • Preparation, formulation and communication of procedures for determination of productivity indicators, policies and variables affecting the productivity growth.
  • Monitoring the performance of executive agencies in the implementation of the duties entrusted to them towards the promotion of productivity.
  • Preparation of the National Comprehensive Master Plan of Productivity in 2015, supervising its implementation in all executive agencies and preparation of annual implementation reports of the programs.
  • Preparation, formulation and communication of procedures for validation, monitoring, and national-level award giving to all economically active units in productivity and organizational excellence.
  • Capacity building for support of promotion and strengthening of non-governmental active units in productivity.
  • Planning and cooperation with relevant institutions towards the promotion and dissemination of productivity concepts.
  • Cooperation with the APO as well as regional and international active organizations in productivity, in order to use their capacities towards achievement of the goals of NPO through membership, cooperation and follow-up.
  • Policy-making and communication of procedures for publication of productivity statistics, supervision of their quality and cooperation with executive agencies towards improvement of statistics and information.
  • Planning for provision of professional training on promotion of productivity.
  • Planning and cooperation with national firms to provide technical assistance for their promotion of productivity.

Mission of NPO

NPO is a governmental organization entrusted with planning, policymaking, steering, monitoring and evaluation of productivity in all economically active units and production factors including labour, capital, energy, water and soil, as well as preparation and formulation of standard productivity indicators, especially in Green Productivity, towards the promotion of productivity in all economic, social, cultural, governmental and non-governmental sectors under the framework of upstream policies and documents.

It is notable that changes are being made to the chart towards better distribution of responsibility and responsiveness. Currently, there are 90 employees in NPO.

Steering Committee of NPO

The ‘Steering Committee of NPO’ was formed in Azar 1392 (December 2013) as the organization’s Decision Room consisting of professors and experts of productivity-related issues with the purpose of steering and leading the programs, policies and strategies of productivity. The committee has had 68 sessions on main pillars of organization’s programs including the challenges faced by productivity in the country, content of the National Comprehensive Master Plan of Productivity, benchmarking for successful experiences of the international productivity organizations, detailed analytical investigation into upstream laws and documents related to productivity, and identification of implementable strategies and solutions of productivity management at the aggregate and sectional levels. In addition to the presence of organization’s experts and officials, the council, which is held bi-weekly in NPO and directed by the head of NPO, also hosts guest experts and resource persons It is note-worthy that this council, in addition to the presentation of strategies and solutions and sharing of expert’s valuable knowledge, serves as an effective tool towards organization’s goals. Upon introduction of the council to the APO, it has received appreciation from senior officials of the APO as an innovative and developmental movement, serving as a pattern for other member countries.

Innovative activities of NPO

  • NPO has established effective relationships with other ministries and organizations of the country. Regular Breakfast Sessions are held with heads of productivity committees of executive agencies, often minister’s deputies, addressing the challenges of productivity and strengthening solutions.
  • NPO holds monthly professional meetings with country’s executive agencies to review previous actions towards the promotion of productivity
  • NPO holds meetings with the alumni of APO Training Courses regarding the methods of implementation of the acquired knowledge and sharing the acquired experiences.
  • The Festival of Selected Works of Productivity has been held twice by NPO during the recent years.
  • For the promotion of a productivity culture, every year on Productivity Day, the Productivity Bell is rung in one of the schools of Tehran by the head of NPO.
  • NPO has established effective relationship with national mainstream media such as the Islamic Republic of Iran Broadcasting (IRIB) as well as high-circulation newspapers of the country towards better dissemination of the productivity culture.
  • NPO has unique procedures for selection of participants for deployment to the training courses of APO. The procedure starts by presentation of the course subject in the Organization’s Stock Exchange Committee (A committee including the head, assistants and managers of NPO and relevant experts). Subsequently, relevant organizations and institutions (three institutions for each course on average) are requested to introduce their nominees to NPO. The nominees are required to attend the interview session in NPO to be ranked based on their English language proficiency and the relevance of their occupational and academic background to the subject of the course, after which the selection is finalized.
  • All participants of the APO courses are required to present a full report of the course content to NPO in the organization’s report template upon the completion of course. These reports are classified in 10 categories including energy productivity, service sector productivity, public sector productivity, agriculture and food productivity, small and medium enterprises, green productivity and sustainable development, human resource management and labour productivity, business excellence and quality management, productivity techniques, innovation, entrepreneurship and creation of knowledge; forming a treasure of knowledge. This valuable compilation is shared with relevant institutions as well as other interested organizations and individuals.
  • The “Steering Council” of NPO is a council consisting of elites and highly experienced experts in various fields of knowledge. The council provides consultation to the head of NPO in decision-making and the implementation of research projects is dependent on the approval of this council.
  • The Comprehensive National Master Plan of Productivity with the time horizon of ten years, was approved and communicated to all executive agencies by the Council of Ministers 15 months ago. In conformation with the 11th section of this program, it was agreed that NPO formulates the following 7 programs with the cooperation of relevant organs:
    Promotion of green productivity, Promotion of water productivity, Promotion of energy productivity, Promotion of productivity in country’s administration system, Promotion of productivity based on competitiveness and innovation within the framework of sustainable development, Promotion of productivity in country’s education system and its role in Promotion productivity of production factors, Promotion of productivity in country’s plan & budget system, These programs are being finalized.
  • The procedure of productivity evaluation (in public sector) has been formulated and communicated to 17 executive agencies of the country.
  • In this year, the Children’s Drawing Contest on Productivity is held for the second time. The subject of this contest is “Green Productivity and Environmental Protection”. It is noteworthy that the first round of the contest was held last year with the subject of “Productivity and Quality of Life”.
  • NPO has an active role in the implementation of the Meta Policies of the Resilient Economy by implementing the Productivity Improvement management Cycle in 22 large firms.
  • NPO has signed Memorandums of Understanding for research cooperation in order to strengthen the relationship with institutions and universities all around the country such as Amir Kabir University of Technology, Ferdowsi University, Yazd University, Sistan and Baluchestan University, Pardis Technology Park and the Saipa Company (one of the largest automotive production companies of the country).
  • NPO, although not having provincial agents, has effective relationship with some of the provincial institutions who have productivity units.
  • NPO is strengthening its educational area and its number of educational subjects have reached 18 subjects. NPO is also establishing a high-quality video conference system to facilitate the attendance of the provincial participants in the educational courses.
  • NPO is in charge of validation of the national productivity and organizational excellence awards. Currently in Iran, there are 25 active awards in the above fields with the name of Iran as a prefix or suffix, and are evaluated by NPO.

In addition, with the purpose of strengthening innovation and productivity in the country and through enhancement of innovation in the organization, NPO aims to support research projects and institutions and enhance the university-industry bond. To this end, the active cooperation of universities in the implementation of the Productivity Improvement Management Cycle in large firms is an example. Furthermore, NPO plans to take effective steps toward policymaking for all educational, research and publication activities through strengthening the Council of Education, Research and Publication. The council is determined to satisfy its needs through innovative actions in universities and research centers and support effective research. It is also worth mentioning that, considering the positive attitude of NPO toward group work and social decision-making, the organization has formed workgroups and councils in many important decision making areas.
